memorial flower placement

i live on an island,and there are cemetaries everywhere.Here, there seems to be a tradition practiced at all the cemetaries.they surround the fresh grave with the funeral wreaths and arrangments facing into the grave(so the passer-by sees only the backs of the wreaths,etc.)i have never seen this anywhere else.any enlightenment on this subject would be appreciated.it’s almost creepy.
