I am curious why they would target this

I am curious why they would target this particular rabbi is being targeted. Obviously the funeral board has no issues with religious organizations helping people with their own family funerals because according to the court “Even more shocking is the selective enforcement of [Pennsylvania commercial funeral law] against an Orthodox Jewish clergyman while the State Board knowingly allows the same or similar practices by persons of other faiths in instances where no profit can be expected by its licensees” Since obviously has no authority over non-funeral directors since they are and administrative authority not a criminal authority did the board mention to the district attorney, who is actually the government agent who handles enforcement of state law, anything different from the norm. Is this rabbi doing anything that makes him a target by the funeral board or district attorney?
