Laura- As far as I’m concerned the state has no business poking its nose into anyone’s casket. If I had a friend who wanted to be buried with her dog’s ashes that’s precisely what I’d do and I’d feel entirely free to ignore any such ridiculous regulations. Who’s going to know if you quietly put them in the casket anyway? I don’t know how many states have laws pertaining to this and, in my opinion, it’s not worth the time to track them down (I don’t mean to insult you, mind). If I were you I’d probably be feeling out funeral directors ahead of time to find someone cooperative.
