My daughter died in 2008, she was disabl

My daughter died in 2008, she was disabled and we couldn’t carry life insurance on her. When she passed in unexpected we had to come up with money for a funeral. We were unable to purchase a headstone at that time, we have recently was approached from a friend who buys the stone from a company and does all the carving on the stone. The company in charge of graveyard is giving me a hard time for installing the stone. I have no one to do this and was told that I needed someone with insurance to do this because of responsibility reasons, because it was a gift to my husband and I we can’t set the stone ourselves. They have taken the temp. Market off her grave and won’t mark the grave got me. I was told that they don’t have to mark the grave until someone calls with insurance that is setting the stone. I will never know where her grave is, because I don’t have anyone to set the stone. Although it is of legal size and been told it can be set on the grave. What are the laws on myself and husband setting the stone on the grave? Please help frustrated mother.
