My mother purchased Preneed/Fortis insur

My mother purchased Preneed/Fortis insurance and wanted to know if she can cash it in because she decided to move to the Philippines. Can she get a refund? Or will she be able to use it there in the philippines? Concern daughter. Please help! Sincerely, May
